In August 2025, the National Development and Reform Commission and the National Energy Administration jointly issued a document revealing the upcoming large-scale equipment renewal and technological innovation plan in China's energy sector.
According to the document, it is expected that by 2027, the equipment investment scale in China's key energy sectors will increase by more than 25% on the basis of 2023.
Of particular note is that the document actively encourages local governments to enhance resource support for technological innovation projects of new energy enterprises, encourage them to concentrate their efforts on overcoming bottlenecks in major technological equipment, and actively carry out scientific and technological research and development activities for major technological equipment.
Accelerate the industrialization process of innovative achievements in the new energy transformation industry by improving the "unveiling and leading" and "horse racing" mechanisms, as well as the first (set) demonstration application mechanism in the new energy field.
At the same time, the document hopes that new energy related enterprises can actively strive to become national key research and development plans, and obtain support from national and local governments for equipment updates and technological innovations in key areas of new energy.

At present, mining dump trucks are widely used worldwide and are the main force for transporting ore in mining areas. Among them, there are about 20000 220T mining dump trucks in the world. Such large-scale fuel engineering equipment has always been among the high energy consuming and high carbon emitting categories, and the operating costs are extremely high.
Therefore, in order to meet the requirements of the national new energy strategy, the New Energy Transformation Division has concentrated its technical strength to conduct research on the pure electrification transformation of 220T and above mining dump trucks, and has pioneered the use of enterprise technical expertise in this new technology field.
After day and night efforts, the New Energy Transformation Division has developed a complete electric control system for mining dump trucks, equipped with high-performance power batteries, electric wheel drives, and vehicle thermal management systems. The technical level is mature and can be put into industrial implementation soon.
